Why this report exists (process honesty)

Process miss documented: on 2026-05-21 I deployed the footer change without writing a /private/r/ report to accompany it. That violated the hard rule banked at feedback_reports_pill_grid_hard_rule_2026-05-13: "every report deploy MUST include pill-grid edit in same turn." While the footer change wasn't a report per se — it was a website edit — any user-visible deliverable Mark should be able to track via the pill grid still warrants a report + pill. This file plugs that hole retroactively.
